The Customs Affairs Office of the Ministry of Finance of Taiwan said on September 24 that the final investigation of dumping determined that there was dumping in the inland beer and announced the final anti-dumping tax rate. Budweiser Group imposed a tax rate of 31.30%, down 2.55 percentage points from the temporary anti-dumping tax imposed on July 3; Kirin Beer has been adjusted to 19.13%, an increase of 6 percentage points; However, other manufacturers imposed a tax of 51.94%, a decrease of 12.2 percentage points. However, in the future, the Ministry of Economic Affairs will conduct an industrial injury investigation, and after approval by the Tariff Review Committee, a 5-year anti-dumping tax will be imposed based on the final anti-dumping tax rate.
The Customs Administration explained that the reason for the reduction of anti-dumping duties on Budweiser Group and other liquor manufacturers compared to temporary anti-dumping duties is that Budweiser Group adjusted its fees based on normal prices, which is different from the initial determination, such as adding a deduction of consumption tax, which must be paid for domestic beer and can be exempted for export. Other land-based beers have recently seen a decrease in international normal prices. As for the reason for the upgrade of Kirin Beer, it is mainly due to the Customs Department's on-site investigation finding that the current situation does not match the preliminary questionnaire.
The Customs Administration will further request the Ministry of Economic Affairs to conduct a final investigation into the industry damage, which will take about 40 days, and if necessary, an additional 20 days, to determine whether the industry damage was caused and to impose anti-dumping duties. The period of imposition is 5 years.
Taiwanese businesses have proposed retroactive taxation, and the Ministry of Economic Affairs has also conducted an industry damage investigation to confirm whether to retroactively start the taxation from April 4th this year, which is expected to take place around the end of October or early November.
The Customs Administration stated that it will notify the customs of all importing countries to impose anti-dumping duties based on the final dumping margin from September 24th. It is reported that after facing this anti-dumping investigation and taxation, the mainland made EOE beer is considering adjusting its terminal prices, including ABI beer, Budweiser series, Snow Mountain series, Corona, etc., which are all considering price increases. However, the magnitude of the price increase has not yet been determined, and packaging changes may also be adopted.
The Taiwan Brewers Association, which filed an anti-dumping complaint, said that Chinese Mainland beer has penetrated the Taiwan market through low price dumping for many years, making Chinese Mainland the largest beer export region in the world. In the first half of 2025, the proportion of mainland beer in imports not only soared to 70%, but also the overall market share was more than 39%, close to 40%, which has severely hit Taiwan and other imported beer markets.
The Brewers Association believes that the determination of dumping margin is based on legal norms. Although it fails to truthfully reflect the facts of bilateral unfair trade and a large number of interventions by Chinese Mainland, it can still partially curb the dumping of low prices by the manufacturers involved, which will help alleviate the heavy blow faced by Taiwan's beer industry in the short term.
