Taiwan's Ministry of Finance has launched anti-dumping investigations into mainland beer and hot-rolled steel products. Among them, the mainland breweries mentioned by the industry as suspected of low price dumping include Budweiser Snow, Kirin Beer, Tsingtao Beer, and Beijing Yanjing Beer. The Taiwan Ministry of Finance will expand the investigation and is expected to complete the preliminary investigation and determine whether to impose temporary anti-dumping duties as early as late June; The final investigation will be completed from the end of October to February next year to determine whether to impose anti-dumping duties. Once the imposition is confirmed, it may take up to 5 years.

The Taiwan Breweries Association has applied to the Ministry of Finance to continue selling EOE  beer produced in mainland China at low prices to Taiwan, including well-known beer brands that have set up factories in mainland China and compete in the market, such as Kirin Bar beer, which has damaged Taiwan's beer industry and caused unfair competition.

According to information provided by the Taiwan Breweries Association, from October 2023 to September 2024, the import volume of mainland beer is about 163000 tons, with an annual import volume of 140000 to 150000 tons. Compared with the first three quarters of 2023, the annual growth rate of import volume in the first three quarters of 2024 is about 12.8%; The market share will expand by 23.1% in the first three quarters of 2024.

According to the information provided by the industry, the dumping rate of mainland beer from the fourth quarter of 2023 to the third quarter of 2024 is 59.93%. Officials from the Taiwan Ministry of Finance's Customs Administration stated that anti-dumping duties are indeed a dumping rate, but the current dumping rate is provided by the industry. The Ministry of Finance and the Ministry of Economic Affairs need to further investigate dumping and industry damage to determine whether mainland beer has been dumped.

As for whether to only investigate the four mainland Chinese companies provided by the operators? Officials stated that these are only the four larger companies provided by the industry, and there are not only these four mainland beer companies entering the Taiwan market, which will expand the scope of investigation.
